Pierce County Energy Assistance Program

We recently met with Pierce County Human Services (PCHS) to learn about their energy assistance programs and how they can help customers struggling with utility bills.

The Energy Assistance Program (EAP) provides direct payment assistance for heating bills to eligible households. Payment amounts are calculated based on two key factors: the household’s fuel usage over the past 12 months and its income level. This approach ensures that assistance is tailored to each family’s actual needs.

Understanding the Funding Structure

For low-income customers earning 150% of the Federal Poverty Level (FPL) or less, assistance is available through 3 sequential programs:

  1. Arrearage Assistance – Up to $2,500 to address past-due balances
  2. LIHEAP (Low Income Home Energy Assistance Program) – Between $250 and $1,250
  3. Supplemental Assistance – An additional $500.

PCHS recommends a specific application strategy: apply for arrearage assistance first, then LIHEAP, and finally wait a few days before applying for the $500 supplement. This sequencing reflects how the Department of Commerce will fund assistance programs this year, though the structure may change in the future.

For customers who don’t qualify for LIHEAP but earn 200% of FPL or less, SHEAP (State Home Energy Assistance Program) remains available. Currently, $333,000 remains in the SHEAP fund for this year.

Application Timeline & Process

LIHEAP funding operates from October 1st through the end of the following summer. An important benefit: customers who qualify for assistance at any point during the year are considered qualified for the entire year. If you receive assistance and need help again later in the year, you won’t need to resubmit all your application materials—your original application will be used for new funds.

Multiple Ways to Apply

Customers have several options for applying:

  • By phone – PCHS staff prefer phone applications because they directly populate the database
  • Walk in at the call center
  • Online applications

PCHS is implementing an AI assistant that will guide customers through the application process over the phone. If development stays on schedule, this service should be available by April 2026.

For PSE Customers: If you also use Puget Sound Energy for gas services, you may apply to PSE for additional assistance.

Cooling Assistance: LIHEAP funding is also available for portable air conditioning units.

Pierce County offers a variety of assistance programs specifically for veterans. You can access these services through the Veterans Assistance Programs page.
